A three-axis route is a reasonable first plan; this access pattern needs two physical setups.

The first setup can cover the datum, top face, holes and pocket. Re-clamping exposes the remaining side or underside features. A tool-axis change alone is not counted as another setup.

Setup 1

Establish the main datum, rough the stock and finish the top-side pocket and holes.

Setup 2

Flip and re-locate the part to reach the remaining side or underside geometry.
